Why arent they taking out Federal Taxes?

On the 364 check, you didn't make enough to have federal income tax withheld, but there should have been withholding from the 864 check. If you just started work toward the end of the year and didn't have another job earlier, you aren't in trouble and won't owe anything, but could have a problem next year so ask your employer why nothing is being withheld. Normally they'd withhold from ech check like you made that much every pay period all year.
