TAX Question! Active duty military, married filing jointly...?

I went to H&R Block today, despite mixed reviews of the place. According to their calculation, my husband is going to owe the State of California approx. $250! My husband is not in the Military, but I am (E-4), so he pays CA state tax, I pay Maine state tax. We have no children and both claim 1 on our W-2. I have never had to pay in before, always got money back. We don't make a ton of money, so it doesn't make sense that we have to pay in. My state tax had to get filed offsite (because it's Maine), and I am afraid I will have to pay into state, too. The estimated return is only about $1,000 for Federal. They also said that if it weren't for the fact that we are both full time students, we would have had to pay into Federal, too! I guess my question is whether this is normal, to have to pay in when I am in a pretty low tax bracket. I thought you get more money back when you are married!
