1s world Commonwealth countries would exclude Americans, who often pay loads to get degrees from UK universities, so it would be a mistake to limit them. The ones that come to the UK are often highly educated as well. Also, having a blanket limit on 'Middle Eastern' countries is ridiculous, there are plenty of intelligent, well educated people in places like Israel (a technology capital). And since Jews generally have a higher IQ than average people (by 4-5 points) they would actually raise the average IQ of the population. certainly more than Polish people have, which under your scheme would be allowed in freely, although they are much less educated.
