Did US Congress Declare War on I raq as the Us constitution required?

Hillary Clinton defended herself on voting to give GW Bush blank check by blamming on Bush, that he had duped her that he will follow the UN Weapon Inspectors but he didn't. As a future USA president that is absolutely not a good defend at all. Blame some one else for obvious huge monstrous own mistake. 'Yeah I am a victim of Bush's lies, he got a gun(CIA hitman) on my head that's why I checked yea box.' That 's the problem we knew about how this Iraq war had started, but do you thing US Congress really declare the war on Iraq? If not why congress let it drag on for so long? If yes I would like to know who is the one read that declaration and where can I find that piece of doent? Appreciate for your info very much.
